Mr. Paskin, Mr. Mayle, Mr. MacDougall and Miss Ruston
to discuss the question of a new constitution for
Hong Kong which was broached last month (25).

30. The Ambassador's letter, a copy of which reached us on the 20th of March (16), asking for guidance on the future of Hong Kong seems to have been overlooked. I had not myself seen it until today.
In this letter Sir H. Seymour refers to
a similar enquiry which was previously made in a letter from Mr. Kitson to Mr. Sedgwick. We have not heard of this before but I have now telephoned to Mr. Sedgwick who tells me that he replied to Mr. Kitson saying that Mr. MacDougall was about to go to Chungking and suggesting that he should report H.M.G's views. Mr. MacDougall's account of the attitude towards Hong Kong which he found amongst British officials is given at (23).
In his letter at (16) the Ambassador asks if any scheme is being prepared "to make our presence at Hong Kong more acceptable to the Chinese", I do not know of any such scheme but it would be worth thinking about the problem on these lines and after despatch of the letter to Mr. Sterndale Bennett this file should go to Mr. MacDougall to see (16) and (30).
